The levels listed on the new spells are a 64 minimum - yet I cannot access them.Also, you don't have to train the accuracy boosting spells to get gargantuan, and also you can train the star spells in any order you want provided your the right level. I am not interested in either of the Sun or Moon spells. If I remember correctly, the star spells become available via quest at level 84, the sun spells become available via quest at level 86, and the moon spells become available via quest at level 88.
